That's the BTB rule, yes.

They can, if the roll is 2 (see SR3, p. 160).
In SR1 and SR2, you couldn't lose a point if your Magic rating was 1, for
the reason you mentioned; in SR3, that minor adjustment I just
mentionedwas made, though.
