More dead if they seem to be using magic, I'd say. BTW, why do you
figure wire users are more common than adepts? 1% of the population is
magically active, and 10% of that full mages. That makes maybe .3% of
the population physically adept. Proably more than a third of those would
have improved reflexes. But lets say 1/3 of adepts are faster than norms-
that means .1% of the population has "improved reflexes" as a physad
power! And that ignores all those mages using "increase reflexes" spells.
I would NOT expect more than 1 in 1000 people to have reflex boosting
cyberware, myself, esecially not the better grades (wired 2, boosted 3, or
similar).
Per SR history, the biggest, most earthshaking change in the world is
the awakening, not the invention of cyberware.
