Since I didn't read the section on maglocks in NAGRL, and since I read
it in SR2, this is want I've found:

There is no REAL indications as to how to use a passkey on a maglock.
But the section that talks about: how to use social skills, how to
use B/R skills..., how to use gear with rating (sorry, I have a blank
in my memory): it says that gear that have a rating (they took the
radio and jammer example) must make an opposed test using the other
gear's rating as target.

Ex.: Maglock(8) Passkey(5)
The maglock rolls 8 dice with a target of 5.
The passkey rolls 5 dice with a target of 8.
The one that has more successes wins.

In the description of the passkey, it says that it can make the
maglock sluggish. I suggest you use the number of net successes the
passkey has to indicate if the maglock is intact or not. As in a
social skill opposed test.
