How could this be done: turning a telecom into a
cyberdeck? Where sould I go to look up the rules?

Most telecoms actually include low-grade cyberterminals (Bod & Sensor only,
not even slots for Evasion or Masking). There are specific stats for it in
one of the books, perhaps SOTA 2063, but I'm not certain.

I'm not sure there are any. I let players using a telecom or other kind of
regular computer do basic data searches, though -- I'd use the rules in
Matrix if I could be bothered, but actually just have them roll Computer
skill and if I like the roll I give them some of the information they're
after :)

Open up the Telecom case.
Remove all the electronics.
Open up a Cyberdeck case.
Move all the cyberdeck electronics into the Telecom case.
Close the Telecom case.
