The easiest book to use would definietely be the main Shadowrun 3rd
Edition book. The priority system keeps your options limited so you don't
get overwhelmed by choices, and not having Edges & Flaws and metahuman
variants (not to mention ghouls and shapeshifters) makes things easier.

That said, if you're experienced at making characters and know what you
want, the Building Point system in the SR Companion is your best friend
(it's my favourite way to make a new character, at least). It lets you
customize further than the Priority system. The Edges & Flaws in the
Companion are fun for customizing too, and give you some interesting
roleplaying hooks. The metahuman variants... well, your mileage may vary.
I kinda like 'em, but some of them veer towards silly. Ghouls and
shapeshifters are both cool if you're a decent roleplayer.

Note that the point system in the SR Companion is heavily weigted against
magical players. Compared to the priority system, a street samurai gains 5
- 15 points, while a mage/shaman/adept loses 2 -15 points.

Also, you can use the priority system with the edges and flaws - you just
have to balance the point total so that it equals zero.

We let players use the priority system or the point system, whichever they
prefer. Naturally, magical players tend to use the priority system and the
others tend to use the point system. Personally, if I were the GM (which
I'm not) I would reduce the costs for magic by 5 points and increase all
costs for money by 3 or 5 points.
