Hi List,
Hoping that somebody can satisfy a query, mana Warps affect
people who are actively being Magical, so how would an Adept
who's powers are always on (Increased Strength for example) be
affected.

Assuming you've got a copy of MiTS, this is specifically covered: they
can only use powers up to their effective magic rating within the mana
warp (see p 85, specifically). I'd guess the GM determines which
powers get lost first. As for other effects... That's really up the
GM. Since an adept isn't normally astrally active, and can't cast
spells, the other effects really don't apply.
