Do IC have their own attack utility programs such as poison or
just the inheirant ones like blaster IC's ability to burn out
MPCP chips?

Pretty much just the basic ability. Black ICe has some addition
abilities that make them black.

Of course, that won't stop an evil bastard GM (read: me) from making some
of the attacks very evil (like poisoning a Blaster) or giving ICe
multiple abilites.
