Actually, no. What makes the big eight the AAA megacorps is merely their
awesome size. Extraterritoriality is shared with plenty of smaller
megacorps. I don't remember what is exactly the critical "mass" to attain
extraterritoriality (that must lie inside the Corp Shadowfiles), but i'm
sure it varies from a nation to another. For example, Tir Tairngire do not
allow extraterritoriality on its national territory except to a few "chosen"
corps or megacorps... The Republic of Quebec is another example, having only
recently (in the late 2040's) legislated the opening of free enterprise
zones to attract megacorps (FEZ are extraterritorial, thus tax-free).
There's also the case of Megacorps divisions not being extraterritorial
(again in Tir Tairngire).
Anyway, extraterritoriality is a very complex subject that was looked upon
on a recent thread. You should take a look. :-)
