Subject: Minimum attributes for critters with variable attributes

If a critter has a variable attribute denoted as A-m where C is the base
attribute and m is some modifier, does C always have to be high enough so
that C-m is greater than or equal to one or is C-m raised to one if the
result is less?

For example, Air Elementals have strength of F-3 where F is the Force the
spirit. Does that mean that all Air Elementals summoned must have a
Force of at least four which will result in a strength of 1? If so,
burned out hermetics must get cozy with water elementals ... They are the
only elementals with no negative attribute modifiers.

The way I've always read this, is that a spirit's attribute ratings cannot
be lower than 1, even if the modifier would make them 0 or negative. So, a
Force 2 air elemental still has a Body of 1, even though the attribute
ratings say it should be -1.

We always treated them as 1. That's bad enough; its not like a force 2
air elemental is so badass, you'd conjure it for the "free" body point...
Even if they were not treated as 1, the limit would not be on which
spirits you could CONJURE at low force- it would be on which could
MATERIALIZE at low force. Astral spirits attributes all equal just plain
force.
Low-magic hermetic mages would tend to just take the physical drain and
use first aid, wouldn't they? Their elementals would have force similar to
a normal mages; at least, anything with a force equal to or less than their
charisma is pretty safe (first aid to a light, sleep it off...).
