At least for Germany it's clearly said in "Germany to the Shadows 2",
that there _is_ cash in form of plastic-coins with a microchip, to prove
that they are real. For cashless transactions credsticks (well, the
german equivalent called ebbie, which you have to exchange at the
borders) are used, the ordinary citizen prefers cash, while in the
shadows all three forms are used.
There is even a note, that the identification is still made with current
id-cards. But that's Germany, and as I place 95% of my campaings in
Berlin - I don't know much about Seattle ;)
