The best place to go for help about the World Wide Web is the Web
itself. Even if all you've got is a Lynx client on a shell account (like
me, for example), you will still get more information than you'd ever
need.
Alternately, you can read the FAQs in comp.answers and the
WWW-related USENET groups.
For a quick answer (which shouldn't be on the list, so don't reply
publically), I hear that Mosaic _can_ be used over even 300-baud
connections, but it is not recommended by the experts. They say don't
even bother at less than 14,400...and the real wizards get ill with any
line slower than 56K. *grin*
