I just got off the line with Mike Mulvihill. Here's a transcript of the
relevent portion of that conversation, slightly cleaned up to correct some
of my typos.

PGoodman13: Are those actions freebies, or is there effectively an
initiative pass 1.5 and 2.5 for the MBW character? The wording seemed quite
clear to me when I proofed the thing, but I've seen several interpretations
on the ShadowRN mailing list the last few days.

FASA Mike: They are extra (one extra action per Combat Turn for MBE 3 and 2
for MBW 4). It's clear....honest it is.

It still doesn't answer the real questions: A] _when_ are those actions to
be taken (phase 0? an extra initiative pass? when?) and B] do they
subtract an _additional_ 10 after taking said action, or not?
