Off hand, I'd say it looks possible but highly munchkinish (especially the
reaction) at first glance. However, those stats are meaningless w/o the
rest of the character info -- ie: what are the race, skills, magic &
spells, cyber & bio, edges/flaws, and especially background? Which version
of the rules was this created in, and how were all those attribs raised so
high above the norm?

What Snake-Eyes said. Just how in the heck did you get attributes
like that?
