I agree with Steven. It's up to the GM whether he allows this in
his game or not. It's also up to him to monitor it's use CAREFULLY, so
players don't go whole hog on the thing, and get 4 levels of each,
adding some 8 points to their strength, etc.! A powergamer would try to
exploit this ruling mercilessly, so it would need to be strictly
enforced.
In my game, the limit tends to be a max of 4 levels COMBINED total
of Muscle Implant and Muscle Augmentation.
Muscle Augmentation is meant to be a more advanced alternative for
strength and speed than Muscle Implant, NOT a way to create character
supermen!
