I don't think Oregon has a large citrus industry. :)
Really, some NAN states did initially allow metahumans to enter. I think
Salish-Shidhe was the first example of this (the Tir book revealed this
to be a secret conspiracy among immortal elves), although the majority of
the Anglo elves broke off to form Tir Tairngire. The Algonkian-Manitoo
council also has a lot of elves, although I don't remember if they were
all ethnic Indians or not.
However, the population figures at the beginning of every article on NAN
clearly show that the majority in every country is still humans. In fact,
some NAN nations are not so exemplary in their treatment of metahumans.
To sum up, the influx of Anglo metahumans cannot account for the
tremendous population increase in the NAN nations. Also, the more
non-Indians you claim live in NAN nations, the less credible the
descriptions of the anti-American attitudes of some of these nations
become.
