Here's an idea I'm thinking of implementing in my games: All characters
get a -1 to all target numbers with their native language. Additionally,
a character may choose for 4 point to take an Aptitude in ALL languages.

What do you think?

Actually, I thought "Native Languages" target numbers were considerably
different than a "learned" or "non-native" one. Additionally, the
concept of
an Aptitude in ALL languages as you say opens up the door for some abuse in
strange places...

I'm not sure about having a target number modifier to your native language.
The bette you speak it, the higher your skill will be. As to the Aptitude,
I like that. I know that there are some people who pick up languages very
easily, and others (like me) who don't. I think you might want to tone it
down just a bit though. How about 3 points for a language family (Romance)
or 5 points for any language?
