Has anyone noticed the `extreme` power of the nearly universally found
Confusion power?

Things like: Every action attempted while under the influence of this
power is subject to a negative target number modifier equal to the beings
essence.
And: When it is necessary to make a decision a subject must make a willpower
test with a target number equal to the subjects essence to ....

Is this a group power or an individual power?

Yes, unfortunately you do. The fact is that FASA states that the powers of
spirits should be as consistent as possible as players can summon them and use
them, but they do not give any good explanation on how to handle the individual
powers
in combat for example.

Yes, the power of Confusion is quite extreme if used with the rules in SRII.
The spirit uses the power and you are zapped.

However FASA did get a clue. In Paranatural Beings of Europe there are rules
that allow people to resist the effects of powers of paranormal beings.

That if you're using the SR2 or Paranormal Animals of North America
rules. Paranormal Animals of Europe has a slightly less powerful
variation: first the creature makes an opposed test with its target
(being's Essence vs. target's Willpower). The modifier is equal to the
number of successes scored by the being. No successes = no modifier.

GM judgment, I think. I feel it would be needed any time the subject
changes his mind. For instance: first he wants to shoot at a car, but
after doing that, he wantsto shoot at its occupants.

I believe it only works against single targets.
