It needs to be high for various reasons. Phys ad
abilities that resemble spells always get the worst of
target numbers and drain. I feel there's a reason for
this, so I incorporated it into the power. Healing a
non-cybered/bio'd character with a spell is a base
4TN. If the difference seems high for you, then edit
the TN down a bit, maybe use a 2 instead of a
4, but I highly suggest not going lower. I feel that the
4 is fair.

Actually I think that the Physical adept has no powers
that require any type of drain/test to make so this
healing power would be a first. I realise there are a
ton of powers that are floating around the net but I'm
just trying to deal with the powers that I've seen from
GII and SRII books.
Example: Killing hands, it replicates the effect of
using a melee weapon but the PA doesn't need to
have one in hand to do it. He makes a standard
Melee combat roll to determine how well he
hit/damages the opponet but the power works with no
need for drain on his part. There are no additional
modifiers for it being a "power" instead of an actual
weapon other than the type of skill used.
I just remember the boosted attributes power from
GII that has an associated drain with it so I stand
corrected on powers with drains attatched to them.
Here is an example of a magic like power: Mystic
Armor, it's always on and duplicates the effects of a
personal barrier vs melee attacks. In some ways it's
more improved than the personal barrier becuase it
works against all impact based attacks
(ranged/melee/explosions) but it's limited in that it
costs a lot to be as good as a spell.
I do agree with you that the amount of damage that
is healed should be variable amount based on how
much cyber/bio the target has. Personally speaking I
would probably adjust it to the base for heal but put
other limitations on it such as the golden hour rule
that treat has and instead of curing the damage it is
transfered as stun-1.
I just realised somthing that I believe you (top cat)
may have said earlier in another post regarding taking
physical drain from the healing. If you can only use
your magic rating of the PA in dice how could you ever
heal more boxes in damage than your magic rating?

I seem to remember this being mentioned. If you healed more boxes than
your magic rating, you would take physical drain, instead of stun drain,
much like a magicain who cast a spell of greater force than his Magic.
