Just a real quick thought. I play SR with a bunch of guys, and we have
all played all sorts of different RPG's over the last 10 years or so. So
we tend to get a little sidetracked quite often. But we just laugh, and
get on with the game. One of the reasons we can get back on track is we
all want karma. Who ever is GM'ing often rewards large amounts of Karma
for good roleplaying (up to 3 per session). Plus, we have had to deal
with the affects of trying to change plans _after_ we planned them. It's
a cast-iron bith trying to talk to someone that doens't have a radio,
eh? This sort of thing is strictly enforced by who ever is our GM that
night.

So in other words, if some stray bullets don't get them in gear, maybe
try a little positive reinforcement, a.k.a. karma?
