I think I finally figured out how to do character creation.

I made a questionare based off the Harlequinn's Back handout "Less then
Twenty Questions" entitled "Slightly More then Twenty Questions". It
forces
a character to create a backstory, while I fill in the blanks on the
character sheet. If something doesn't jive (ie, discarded Yakuza-built
death machine), stamp the form REJECTED and give them another copy.

So has anyone tried something like this before?
Did it worked?

What's the point of this? It just seems like something that would breed
player/GM hostility. Is there something /wrong/ with just saying "I don't
think this quite fits the concept of our game. . ." and then discussing the
situation reasonably?

Good point. Which is why I'm starting off this idea with a small (3 people)
group.
Two are veteran players and the third is easily set on the right course with
a slap upside the head. (Just gotta jumpstart that ol' brain of his.)
And along with the Rejected stamp, I'd explain why the form was rejected.
If they really want to play the Yakuza built death machine, I'll explain the
concept of powerful eniemes with access to cortex bombs.
