SRII (Hardcover) p. 42: Creating a Character / Attribute Ratings
(4th paragraph:) "If the character can use Magic, his Magic Rating
starts at 6, but is equal to the Essence Rating, rounded down."
This applies to starting characters.

Grim p. 52: Geasa / Way of the burnout
[When a magician chooses to drop his/her geasa,]
"* His Magic Attribute goes down immediately to 6 minus his
total lifetime losses to his Magic Attribute. If this makes him
mundane on the spot, so be it. The only time this really matters
is if the magician was a high-grade initiate in the process of
replacing lost Magic Points."

This implies the Magic Rating is:
6
+ Initate_Grade
- Essence_Loss_rounded_up
- Losses_through_wounds_etc. (Bioware is calculated as
Essence-Loss, Shadowtech
p. 5, last paragraph)
It SAYS a magician can handle more then 6 lost Magic Points
without becoming mundane.
If Cybermancy keeps a character alive (more or less) and he has
a Magic Rating above his ears (greater then wished Essence Loss
plus the Essence Loss through surgery [at least one]) it should
be possible to transform such a magician into a monster, err, a
cyberzombie.

Someone mentioned the question why a magician should WISH such a
thing, and I would agree...
When the m. implants cyberware over a long period of time, he would
probably suffer some lost Magic points through wounds. Maybe he could
get rid of the geasa through initiation, but at least one would be
there after "the last" implant (from 0,0001 Essence to -1,something).
And, as a grade 10 or 12 initiate, I wouldn't use cyberware -
I'd use quickened spells of power 12 or higher. Or 18 and higher.
Or... whatever. Heaps of Anchors. An Ally of Power > 10. Why should
I need cyberware?
But, on the other hand, I will never understand how someone attuned
to magic could use that cold metal, anyways... or become a toxic
or insect shaman... *shrug* There may be reasons.
Maybe that guy is just mad (even before the Cybermancy, after it
he's got to!)

Well, that's what I'd think of it.
Oh, btw: If you still plan to make such a character - make him a
troll. Nobody expects the Spanish... no, wrong, nobody expects a
troll to be a magic-ace :-)
