OK guys, this is how I came up with the numbers.

Major Physical Change ( change shape or form )

starts it at a Serious Drain.

Physical Spell +1 Drain Target.

Touch Required -1 Drain Target.

Permanent Effect +1 Drain Level.

Touch Required -1 Drain Level.

Voluntary Subject Required -1 Drain Level.

Combining Voluntary and Touch only gets

-1 Target and -1 Level because thats what the

book says.

So you start at (f/2)S and the other modifiers

cancel each other out.

Okay, but this isn't just a major physical change. You're not going from a
shape to another general shape (like shapechange), you're going to a
SPECIFIC shape, presumably (guy about 5'10", black hair, green eyes, scar on
cheek, etc). This would be up there as a Drastic Physical Change, with a
Deadly base, more if you're talking DNA change, etc.

Alternatively, you could make this into an Illusion-like spell, where the
chance to see through it is based on the number of success you have (which,
IMHO, is a better game mechanism than an instant look-like-that-guy spell).
This would only be a major physical change spell.

I've gotta agree here, this spell is to powerful and useful to start at S
Drain.

IIRC, It mentions in the Grimoire (15 th Ed.) that Permanent effect (for
Manipluations) can ONLY be added for spells starting with "Minor Physical
Change" (Base M Drain). I believe the intent right there was to specifically
make this spell not possible. If you get a mage to sustain something like
this fine. Hell, quicken this if you really need it that permanent. But
don't make a spell like permanent.
