Hoi, all.

We came across a new problem last night when gaming. The group of
intrepid heroes was in a little town out in the Salish called Sekiu, and
chose to summon a spirit... The only goof in the group who could do this
was the Cat Shaman Adept, and he could only summon City Spirits. Well,
to make a long story short, I (GM) decided to allow the summon, but I added
two to the Target #, (thereby reducing the available actions the spirit could
perform), and made the spirit slow and more willing to talk about fishing
than do what he/she/it was told. We finally figured that this wasn't a City
Spirit after all, but a Town Spirit.

IYHO, is the distinction appropriate, or should the Town Spirit be a
city spirit that reflects the nature of the area it's in (i.e. a town)?

The argument last night was strong for a new kind of spirit, but I
could go either way...

Personally, I wouldn't have made the distinction. A city spirit's a city
spirt, whether it comes from the grim depths of NYC or the shadows of East
Jabip. A cat is just as comfortable in a metropolis as a sleepy town.
