Wow a world with no Harlequin good for you.
I think this is a good example of the use of the "If you don't like it
remove it" rule. I have a feeling that this will become a thread especially
on this list. There are quite a few people who like metahumans, they will
probably try to convince you that you should allow metahumans in your game
because they don't understand your point. But not me, its your game.

In the physical plane yes, but their dragon form is present in the astral.
As long as no mage or spirit runs into it, no one will know it's secret. Of
course the dragon will more than likely kill whoever saw it, if he wanted
his true form unknown.
