Another great source is people the other players don't know.
Most of the NPC's in my game are either old groups PC's, people I work
with, or people I went to school with.

The latter is especially true.
Living in a dorm for 4 years gives you the opportunity to meet some ...
extreme personalities. :-)
They make for great NPC's.

Some of my current groups favorites include ...

Doc Skeeter - a hyperactive Street Doc who is just dying to be your friend.
Based off a pathetic kissup I had the misfortune of knowing in college.
He constantly bets on college basketball games he KNOWS he will lose, just
so you'll like him.
Always offers to give the players a discount (back to regular price :-)) or
buy them dinner.

Therri - A gangbanger babe who only sleeps with Orks, Trolls, or
uncharismatic humans and dwarves - never elves.
Based of a drop-dead-gorgeous-girl I went to school with who had an
affinity for short bald guys.
Go figger?!

There's many more - you can use your teachers, pastors, even local TV
personalities as the basis for a character.
Just pick a couple obvious quirks and go with them.
