If the domain of spirit is dependant on the shaman's perceptions, can a
shaman summon a spirit of the skies if he is hallucinating that he's
under open skies? :)

He'll probably summon the spirit of the place he's in and
hallucinate it's a sky spirit :).

Yes, partly because magic is based on the user's own perceptions of the
world and partly becuase the shaman's GM does not have to make up an excuse
for the spirit not appearing that way.
