If I am reading the combat section of the BBB correctly, than there is NO
off hand penalty in SR3. IS this correct? If so, what was the reasoning
behind it's removal?

There's never been an off-hand penalty in SHADOWRUN. In any edition.

Fields of Fire (p. 81) has rules regarding the special skill
"Ambidexterity," and an off-hand penalty is listed in there (but not as
a seperate rule, just as part of the Ambi-blah rule). But in the basic
Rules O' Combat, there ain't no off-hand penalty. Which is an
oversight. Of course, y'all must have some House Rules to compensate,
right?

And it sucks rat juice through a straw. Just try using it if you doubt
me....

Right. Off-hand gets you a +4 to your Target Number for anything you try
with that hand, in addition to any other penalties you've got going.
Locally, we're experimenting with an Edge, available in four levels, which
offset that penalty (each level of the Edge knocks the TN modifier down 1).
