Astral Projection, page 86.

"Also, an astrally projecting character can become visible on the
physical plane if he wishes. Once visible, he can speak to people on the
physical plane. However, he cannot touch physical things, cast spells at them,
or in any other way directly influence the physical world. He can still only
affect other astrally active beings."

From my viewpoint, I would say that the above excerpt indicates that it is, in
fact, allowable by ShadowRun II rules.
