It's variously considers a harmles thing (hah!) or a bad thing (more
likely). You'll find references to it in the London Source Book, Aztlan,
Cybertechnology and Prime Runners (under De Vries) that I can think of off
the top of my head.

It's also in the Threats book under Vampire Conspiracy. This is
probably the best reference for it.

The Ordo Maximus is latin for "The Highest Order." It is gentleman's club
within England and other places where the old English Empire touched.
However, appearances are deceiving, the Ordo Maximus is really run by elder
vampires that have been around for as long as the IE ... one of their goals
is the expansion of vampirism and the control of the world (ala the Brain)
...

The Ordo comes from the Threats sourcebook ...
