I just put my hands on VR2 and reading it cover to cover one-shot in a
second language (I'm french canadian!) gave kind of a headache..

Anyway, an Otaku can make frames (Sprites) with "Complex Form he
possesses, as well as operational utilities" (VR2 p. 146 Sprites), but
in the Otaku Errata (RA:S p. 85 #6) it is written that "an Operational
Utility cannot be used as a Complex Form".

Are Otaku still able to create sprite with Operational Utilities even
though they have become Channel specializations?

Yes.. You use the VR2.0 rules when creating "Sprites". There's no
contradiction- the OTAKU is not (himself) using an Operational Utility as a
complex form- instead the frame is being given an operational utility based
off one of the Otaku's channels. The "utility" can not exist outside the
frame, though. The Otaku personally only uses his channels- the SPRITE uses
the "utility".
Basically, the reason Otaku can't create OU's is that their channels
replace those, and adding OU's on top of them would make things just WAY to
easy. But if the Sprite is doing the work, it needs some form of OU, so
the Otaku just loads derivative of his channel ability in as a "utility" for
the sprite.

Just so others' know, we do have methods for creating "Sprites" in a manner
similar to creating Allies, as well as more regular methods (like Frames).
As they have become Channel specializations in SR3's errata (actually, RA:S
errata), it is interesting to see if you could give a "like-skill" property
to a Sprite other than the "computer core" of the multi-form.
