Subject: Otaku attributes question

When a making a starting Otaku character are is it permitted to assign more
than six points to an attribute since their racial maximum is higher, also
if not can the two extra attribute points that are gained for having 1 in
all physical attributes be used to raise a mental attribute above 6. An
official ruling on this would be nice.

I'm referring here to a rules check of FanPro about two years old. And
accordently to this document you can assign more than six points to an
attribute.
