An HTML mailer, probably. "&" is the HTML code for an ampersand --
that's "&" to you and me -- because a &-sign in HTML is used to indicate
a
special code; for example ">" is ">" so for a plan
"&" you need a code
too.
So, my guess is that when someone with an HTML mailer replies to a message
that has a "&" in the subject line, it gets replaced by
"&" to keep
things complying to HTML rules and readable. Too bad most of us don't use
HTML mailers...
