He can get away with it because WotC finally managed to quietly get
FDA aproval for the addictive psychotropic powder they dust the cards
with after printing. This is why Magic cards had to be printed in
Belgium until just a year and a half ago (up until Mirage Stand-Alone
Expansion); Belgium was the only country the dust was legal in.
