Your first problem is that queens aren't elected :) (I live in a country
where we've had three queens over the past 101 years, and each of them
inherited the title from their parents.)

IIRC, an elected king or queen would occur if the former monarch
has no children, therefore cannot give them the title...

Not in most countries, to the best of my knowledge. After the monarch's
children, next in line are usually the monarch's siblings, followed by
their children, and going outward from there. A large part (several pages,
IIRC) of the Dutch constitution deals with nothing else than royal
succession. It wouldn't need that much text if it was simply a matter of
the oldest child becoming the next monarch.
