Might I ask where you got this idea? Nothing I can recall even suggests
this, and from my recent re-read of the whole trilogy (currently around
chapter 6 of Mona Lisa Overdrive) it seems to me that Wintermut, after
becoming the matrix, fragmented; some of the fragments decided they would
reach people best by pretending to be loa. That's more or less what the
box-creator in the old T-A space station tells Marly in Count Zero...

Angie has those "strands" in her head because someone/-thing told her
father to install them, as well as how to do it. To me, it appears one of
the loa instructed him on it, so he/it (the loa) could use Angie to do
stuff in the real world.

Then why the heck can the loas ride the other folks from Two-A-Day's or
Automatic Jack's bunch? (If I only had me books here, dammit!!)

They can, but only when they're jacked in (i.e. the neural interface gives the
loa (loa is also the plural) access to their minds, in a manner of speaking.
Jackie, for instance, only hears from them when she's got the trodes on and is
connected, not any time like Angie can.

Wasn't there *something* about the loa being able to access their brains
outside the matrix? Or the los establishing some bioware in their heads?
