I don't think he is in the Silmarillion, but Tolkien wrote a letter to
someone who asked about him, saying that he was deliberately left as an
oddity, outside the Eru-Valar-Maiar power structure. The Council of Elrond
chapter has the most info about him. There are also some poems about him
(published separately), which describe how he met Goldberry, and have him
doing stuff similar to what he does with Old Man Willow in the book. I
think he is not affected by the ring because, basically, he is from a
diffrent paradigm.
