To quote David: "that's not how MS works". Their typical operating
strategy seems to be to take a look at what someone else is doing, make
their own version[1] of it, and then spend a lot of money making people
think the MS version is the only one worth using -- or even that it's
the only one out there. MS could have decided to use PHP, but instead it
came up with ASP; it could support Javascript, but instead promotes
VBscript; or how about Unicode, PDF, or lots more examples you could
name ...

[1] Some would say: "a more or less blatant rip-off".

There's an article from the program manager on the game explaining why they
blew up canon when they made the game here:

Amusingly the developer who caused OpenGL to become a viable game
development API stated that most of his original DirectX reservations that
made him make that choice were no longer true. Like most things if you
give them enough revisions Microsoft will eventually get it right.

Of course, they've had what DX 3,5,6,7,8,9 vs OpenGL 1.1,1.2?
(Which is the advantage of writing the standard....you don't have to wait
for a standards committee to hum and haw over what you want to do)
