The US consumption is up to 19 Million barrels per day. ...and they want to
borrow a measly 30M? ..this far out from winter? Did I miss something here??!

Why, if I didn't know better, I'd swear it was all due to politics..or maybe IE
maneuvering ...or was that redundant?

Yeah. What they're TRYING to do is basically manipulate the market, to force
oil prices below $30 (Oil, like precious metals, is sold something like 3
months in advance or so, and, actually, they're almost doing it late, since
the actual drawdown might not happen for a while). The whole plan depends on
OPEC measurably increasing production, though that's going to be difficult to
see happening unless Congress does something stupid by basically trying to
blackmail the Saudis with military aid. Which it seems more and more likely
they'll try, actually.
