On the surface. German WWII submarines, to the best of my knowledge
(admittedly, a fair amount of that comes from watching Das Boot :) they
were basically submersible torpedoboats rather than true submarines.
Underwater speed was pretty low as a result. It was probably better when
snorkling to use diesels, but IIRC that feature was only introduced late in
the war, and snorkels showed up on Allied radar screens...
