Seen, no. Attempted, not yet but it shouldn't be too difficult. My
personal vote is still out on D&D3E but it seems there are some merits to
it. My wife is currently working on de-levelizing it with aspects from
Chaosium (she loathes level based systems). So far so good.
One of the big things to do would be the classes. My best suggestion to you
would be to pick up Star Wars. It's much better suited for this type of
conversion.
Sammy = Fighter (Soldier in SW)
Decker = Rogue (Fringer in SW)
etc.
I would probably make "Magically Active" a feat. This way a character
can/must start with the feat (sacrificing some starting versatility) and
"become" a mage later in the game.
It might possibly work with 2 feats;
"Magicaly Adept" this feat meaning adepts and/or aspected mages. Must be
purchased at 1st lvl
"Magicaly Active" this feat meaning a full sorcerer with Magicaly Adept
being a prerequsite.
Of course with this, you should use a class for Mage so one could play as a
first level character.
These are just ideas while I'm at work. Be happy to discuss further though.
BTW, you might want to look up the Warhammer d20 page and list. They have
done phenominal work on "grungifying" the d20 stuff.

I had this problem when I first met my wife 10 years ago. I had to convert
"D&D" into Marvel Super Heroes to get her introduced to fantasy.
