I just thought of this, what do you think?
Overload utility
This utility must be run in a node, therefore requires an execution test.
If successfully run, it adds +1 per turn , up to its rating, to the TNs
for every execution test, and -1 per turn, up to its rating, to the
initiative of any ICs in the node.
The decker himself is node safe from this program, and, once run will
activate an active alert in its rating+5 turns, unless stopped before that.
If run in the CPU, it has full effect immediately, and will not activate
an alert.
The effects of the program affect all the nodes in the system, spreading
out one node per turn.

own--aas apposed to buying.

Why not just set it up to increase system load?

It's only for security deckers, right? :)

The problem I see with setting an active alert is that people will often
shut down the system when one pops up...

Actully no, it's for everybody else.

That is the point, you will have to work fast, before someone notices the
system's low speed.

Well, for one, I don't have the VR so I don't know exactly what the

So the idea is that you sneak into a system, set off the overload utility,
and then grab what you can before it dumps you because you signalled an
active alert? Sounds rather foolish to me...

System load is when the system slows down because of all the programs
running in a node. Each node is rated (multiply its rating by 1 for blue, 2
for green, 3 for orange, and 4 for red) for the load it can handle, and
a deck is rated for the load it causes (MPCP x .5 + Mp of active utilities
x .01, rounding up). IC is also rated for how much load it causes.
If the load in the node is less than 50% of maximum, IC in the node
functions at +1 to its rating. If load is between 101 and 200% of maximum,
IC functions at -2 and a passive alert is signalled. If load is more than
200%, the node is basically shut down and no operations can be performed
there.
