Why not just use compressed air? Stick a compressed air cartridge in
the middle of the grenade and a triggering mechanism. The expanding
air fills an internal air sac pushing the liquid out of small holes
in the casing. Make the outer casing out of a pretty tough rubber and
pierce appropriate holes in it (not drill, pierce). The basic integrity
of the rubber should hold the holes closed until the pressure from
within opens them.
With really fine holes, you'd end up with a mist. With bigger holes,
you'd end up with more delivered liquid but less range. It's just a
matter of playing around until you find the optimal size/placement.
