You better qoute me this one, because I've looked in the book and there is
nothing in the Surprise section about Physical Adepts.

Your points are valid, but mine is that as the rules stand, it's just to damn
difficult for PA's to raise their attributes to levels that would allow them
to compare to a Sam.
Under the present system the PA works hard, initiates TWICE, and only gets one
attribute point over Racial Max. The sam goes to the bioclinic and has a new
level of muscle agumentation put in and gets 2 points over racial max (which he
reached a long time ago). That's just not fair to PAs.
