I did so, once. There are some problems, such as LS normally has
specialized departments (check Lone Star Source Book for details). I
circumvented this by setting up a experimental unit, meant to be able
to work effictivly within all needed fields. As this was experimental,
there was an high count on metahumans in this unit (check NAGtNA and
LSS for LS and racism), and I even had another, "rival" team to tease
them with.

Check LSS, Cyberpunk's "Home of the Brave" (I think it's called), and
when you can get your hands on it, even a RL police procedures
handbook. There are some SOP for policemen, AFAIK. Find a way to limit
backup and resources, and think _beforehand_ of some runs, err, jobs
for them to do. This is unusual for the GM, too :-) but much fun for
both sides (GM and players) and offers players a great opportunity to
stop believing Cops are just walking targets.
