I think the only problem that there can be in a game like SRII
when it comes to excessive character power is that the GM
throws more baddies at the goodies than the weaker goodies
can take. I find that new players love to be 99% artificial..
that way they can let their guns do the thinking (you know
guy wears dark clothes, says little, and occasionally spits
out some Monty Python that levels the other players, and then
blows up for no appearantly good reason.) Actually they
tend to blow up because an experienced mage or sniper wants
to get back to role-playing.

Ways and Means to kill the Munchkins:
1.) Cheat... I think any GM is justified for saying that a bullet
can take out some cyberware.. although he makes no roll or other
attempt at making it a random occurance. (that is where some
of the cheating comes in like in fixing the die roll)
PS. Do not use on BIO_WARE..

2.) TARGET THE BIG ONE AND FIRE

3.) A threat that comes up with starting mages which is easy to solve
is constant A-PROJECION, most starting mages like going in astral
at al times..answer thought elemental using a hypnotic sugestion
power causing a slight aversion..

4.) The LAW.. Although you can buy any grade equipment you want when starting
like level 3 wires... What happens when the cops flood the area with
some thing like carbon monoxide... KO city... PS. Jail Fine or Death
to all those with military chrome!

5.) TWO WORDS: TACTICAL NUKE!!!!!

Cyberware damage is already in the rules. So is bioware damage.

The two rules of successful snipering: kill da mage, and kill da guy wid da
assault cannon on dis back.

No, no, no... the answer is that a small bump can kill them. So they don't
do it while driving. Futhermore, AP can't be sustained forever, anyway. If
they want to constantly astrally perceive, though, let them. Remember, +2
TN for all non-magical tasks, and they can't read.

Think of this: most heavy cyberware is detectable on scanners, and
possession is a big penalty (check out ShadowTech). Even bioware is
detectable for extreme modifications ("Hey, why is his liver twice as big
as normal?"). They spot it, they'll throw you in the slammer AND take it
out. If you're lucky, they might put something back in, like a standard arm
(for a cyberarm), or a normal kidney, or a new layer of skin to replace the
orthoskin they just peeled off of you. No, having extreme cyberware is a
good way of barring you off from most of the city. The cops don't care what
happens in the Barrens, so that's the only place you can be. (They wouldn't
flood the area with gas, of any kind. They might do periodic sweeps, after
sealing off an area, though)

What fun is that I say they should gas the thing and clean it up.
It makes characters really paranoid if they have to wear gass masks
24 hours a day.
