No, it would not work in (SR2 or SR3, or even SR1), for a variety of
reasons. Lets just stick top SR2, since thats obviously what you are
using.
First, if he just "found" a spell lock, it is either bonded to
somebody else, or unbonded. If bonded to somebosy else, only a mage ofr
the same tradition could activate it. If not bonded, it would not be able
to sustain a spell.
Second, physads can't bond spell locks.
Third, if some new spellcaster did bond that lock, it would cancel out
any spell the lock was currently bonded to (since you cast the spell, then
bond the lock to the spell the bonder MUST cast the spell when bonding the
spell lock).
Fourtfh, you only get the single highest boost added to your intiaive
dice. So the +2 intiative spell does him no good, no matter how it is
susained. ("Increase Initiaive +3" would, at GM option, boost his
intiaive dice to 4, like anybody else's.)

As for the second question, whcih is actually a sperate issue, it
would depend on how the spell works. When you are sustaining 2 identical
spells on 1 target, its normally because they are opposed manipulations,
like two mages strugling for control of an item (or mind..). In that
case, some sort of opposed contest (proably casting dice VS opposing spell
force) is in order. But you could conciveably have 2 armor spells, or 2
invisibilty spells, as you just want ots of succeses... I'd say the one
that is higher in force (or has the most succeses) is the only one that
aplies. But then there's barrier spells- why can't you out more than 1
bullet barrier around a target (hmm, no need for a force 10 bullet
barrier, I'll use 2 layered 5's...)? At that point, it "cause the GM says
so". I'd say overlapping barriers merge into one that covers a larger
area, myself, but that's not really any simpler...
