Or perhaps have a single book (no scenario in it) covering a number of
different places e.g. a Europe sourcebook covering Spain, France etc and
also having a small section on Germany and UK for those who don't own teh
appropriate sourcebooks.

Well, it probably wouldn't be too smart for FASA to outline place
sourcebooks that they have a full sourcebook for. But that's a good idea
for places that wouldn't fill a whole sourcebook, like Hawai'i, or the
Caribbiean League, or other small countries or areas (like the Bermuda
Triangle).

Only problem is you run into the same thing with the NAGNA - I only use the
DFW section and either don't care about or don't use the other sections.
It's like paying the same amount for 16 pages and 124 pages. Sure, I can
use a bit from here or there in the other pages, but all I really need is
those sixteen pages.

Agreed. Personally, I've never gotten the hang of sending my runners
anywhere but Seattle...it's a weakness...I tend to send them to small, or
out-of-the-way places so I can play fast and loose with the rules and not
worry about screwing up the attitude.

Shadowland Mag ran a three part series about somewhere in Germany. I was
really sick of it (no offense to the author) by page 2. Just give me enough
info to get the general idea about threats and attitude, then back off and
let me run my guys through it.
