All applicable Pools now apply to NPCs...not just the Karma Pool. All Pools
work the same for NPCs as they do for PCs.

Personally, for ease of bookwork, I just assign mooks a Threat Rating
(SR2-style) of 1 or 2, and use Pools for the main 'name' NPCs.
