Doubtful. Your writer was talking about (or seemed to me like he was
talking about) the colonisation of other planets, not the colonisation of
space via space stations. In which light, I can see his ideas as being at
least partly applicable. Nice way of eliminating poverty, if you're a bit
... unenlightened in your ideals:) Ship all of your undesirables off to
other planets to take care of themselves and increase the job security
and national pride back home. Not entirely different from how some
countries got started.

Of course, the biggest problem with shipping your undesirables off into
space somewhere is the massive cost; it'd be cheaper to feed, clothe,
shelter and educate them than to exile them to Mars or something.

Or at least that will be the case until space travel becomes as inexpensive
as current air travel is.

There is a collection of books from Christopher Stacheff (sp?) "The Warlock"
series that is kind of the "long range effects" of what was mentioned.
Interesting twist in the long run.

Ahhh, but then there would be repercussions later on.
They might all die off from a disease contracted from a dirty telephone.
