I think it comes from the Inet I have met a few people like this, but
they seem rare. OTOH in a place like Shadowland they seem to creep out
of the woodwork all the time. Hell my fav character once got called a
munchkin because he had a delta grade radio (60 million nuyen surgery be
damned, he he he), by a guy with a fingertip monofilament whip no less.
Then you get into the definition, which varies quite a bit, I always
prefered the concept that it's someone who's characters have no
personality- just stats. Exagerated, in general yes but try going to a
con- I played a SR game at a con with an elven physad- mediocre stats
but an interesting fellow, he got his head cut off by a troll with a 20+
str, who only after I mentioned that my gun had apds rounds did the gm
roll for damage resitsance, and still he took no damage- Thus I created
a very munch character (some would say minmax or powergamer, he is by
the rules) for the next con I go to, started playing him with my local
group and he became a very interesting person, whether his stats are
high or not.
